Allowed options:

`--relative`	START and STOP are relative to the timestamp of the first packet, rather than absolute
`--keep N` (=0)	number of SVs per constellation to keep visible during the outage
`--introduce-time arg` (=0.000000000000000000)	time for new SVs introduced into the --keep pool to become active (e.g. to model delay from acquisition and ephemeris download)
